Houston Launch Pad: Empowering Veterans and Spouses Through HVRP & VSTAGP Programs

Transitioning from military to civilian life is a significant challenge for many service members and their families. The Houston Launch Pad has taken a leading role in addressing these challenges through two transformative initiatives — the Homeless Veterans Reintegration Program (HVRP) and the Veterans and Spouse Transition Assistance Grant Program (VSTAGP).

Both programs are designed to provide targeted employment assistance, supportive services, and career development opportunities that promote self-sufficiency, long-term stability, and successful reintegration into civilian communities.


1. The Homeless Veterans Reintegration Program (HVRP)

HVRP is an employment-focused, competitive grant program administered by the U.S. Department of Labor, Veterans’ Employment and Training Service (DOL-VETS). The Houston Launch Pad leverages this grant to:

  • Provide career exploration, skills training, and job placement for veterans experiencing or at risk of homelessness.

  • Build strong partnerships between public, private, and nonprofit organizations to create equitable employment pathways.

  • Connect veterans with stable, high-demand occupations offering livable wages.

2. The Veterans and Spouse Transition Assistance Grant Program (VSTAGP)

Launched in 2025 through the U.S. Department of Veterans Affairs, VSTAGP addresses the needs of former service members and their spouses who are transitioning into civilian careers.

The program offers:

  • Résumé development and interview coaching

  • Job recruitment training and industry networking opportunities

  • Mentorship programs with veteran professionals

  • Career transition workshops to translate military skills into marketable civilian qualifications

VSTAGP recognizes the vital role spouses play during the transition process and extends full access to program benefits for them, provided eligibility requirements are met.


Eligibility and Participation

Who can apply?

  • Former service members of the U.S. Armed Forces (as defined in 10 U.S.C. § 101) who are separated, retired, or discharged.

  • Spouses of eligible veterans, verified through a marriage license or Defense Enrollment Eligibility Reporting System (DEERS) proof.

There is no time limit for participation. Required documents include:

  • DD-214 (for veterans)

  • Marriage license or DEERS verification (for spouses)

  • Valid government-issued ID

  • Updated résumé and training certificates

  • Proof of homelessness (if applying for HVRP)
