Transitioning from military to civilian life is a significant challenge for many service members and their families. The Houston Launch Pad has taken a leading role in addressing these challenges through two transformative initiatives — the Homeless Veterans Reintegration Program (HVRP) and the Veterans and Spouse Transition Assistance Grant Program (VSTAGP).
Both programs are designed to provide targeted employment assistance, supportive services, and career development opportunities that promote self-sufficiency, long-term stability, and successful reintegration into civilian communities.
1. The Homeless Veterans Reintegration Program (HVRP)
HVRP is an employment-focused, competitive grant program administered by the U.S. Department of Labor, Veterans’ Employment and Training Service (DOL-VETS). The Houston Launch Pad leverages this grant to:

Launched in 2025 through the U.S. Department of Veterans Affairs, VSTAGP addresses the needs of former service members and their spouses who are transitioning into civilian careers.

Eligibility and Participation
Who can apply?

Former service members of the U.S. Armed Forces (as defined in 10 U.S.C. § 101) who are separated, retired, or discharged.

Spouses of eligible veterans, verified through a marriage license or Defense Enrollment Eligibility Reporting System (DEERS) proof.
There is no time limit for participation. Required documents include:
