Veteran homelessness remains a persistent and troubling issue across the United States, reflecting ongoing challenges faced by those who served our country. Efforts to provide stable housing and supportive services are critical to restoring dignity, security, and hope to veterans and their families. The Veterans Benefits Clearinghouse Development Corporation (VBCDC), founded in 1987, has been at the forefront of this mission, delivering innovative housing solutions and supportive programs aimed at moving veterans “from homeless to homeownership.”

The State of Veteran Homelessness in the United States

Despite overall reductions in homelessness in recent years, veterans still experience homelessness at disproportionately high rates. According to the U.S. Department of Housing and Urban Development (HUD) 2023 Annual Homeless Assessment Report (AHAR):

Statistic Number / Percentage Source
Homeless veterans nationwide (2023) ~32,882 HUD AHAR 2024¹
Percentage of all homeless who are veterans ~ 4.26% HUD AHAR 2024¹
Veterans in homeless shelters or transitional housing ~2.47% HUD AHAR 2024¹
Total homeless in the United States 771,480 HUD AHAR 2024¹
Veterans at risk of homelessness 1 in 10 veterans National Coalition for Homeless Veterans²

These numbers underscore the urgent need for both affordable housing and comprehensive support services tailored to veterans’ unique needs.

What Causes Veteran Homelessness?

Veteran homelessness is typically the result of multiple overlapping factors, including:

  • Post-traumatic stress disorder (PTSD) and other mental health challenges

  • Physical disabilities and chronic health issues

  • Economic hardship and unemployment

  • Substance abuse and addiction

  • Lack of affordable housing options

  • Difficulty accessing veterans’ benefits and social services

How VBCDC Is Making a Difference

Since its inception in 1987, the Veterans Benefits Clearinghouse Development Corporation (VBCDC) has worked tirelessly to combat veteran homelessness by providing affordable housing and supportive services. The organization was founded by Veterans Benefits Clearinghouse, Inc. (VBC), a social service agency serving veterans and their families since 1977. The mission has always been clear: to transition veterans from homelessness to stable, affordable homeownership.

VBCDC’s Achievements to Date:

  • Developed 575 units of affordable and market-rate housing, including rental units and 70 homeownership units, specifically benefiting veterans, homeless individuals, families, and the elderly.

  • Constructed over 20,000 square feet of office and community space valued at $90 million to serve residents and the wider community.

  • Owns and manages 455 rental units, providing technical and supportive services to low-income residents and veteran tenants.

  • Partners with organizations such as Pine Street Inn to coordinate veteran services and ensure access to health, employment, and social programs.

  • Provides foreclosure prevention and homebuyer education classes, with over 500 graduates, many of whom are veterans. These classes are certified by the City of Boston, State of Massachusetts, and the U.S. Department of Housing and Urban Development (HUD).

  • Has a proven 30-year track record in housing development, with financial and technical capacity to undertake complex projects, including supportive housing and commercial facilities.

VBCDC’s Approach to Ending Veteran Homelessness

VBCDC’s model combines real estate development with social support services to provide a holistic approach to ending veteran homelessness:

  • Affordable Rental Housing: VBCDC develops and maintains rental properties specifically designed for veterans at risk or currently experiencing homelessness.

  • Homeownership Opportunities: The organization builds affordable homeownership units, empowering veterans to build equity and long-term financial stability.

  • Supportive Services: In coordination with partners, VBCDC offers programs including foreclosure prevention, homebuyer education, and veteran-specific case management.

  • Community Engagement: Through tenant associations and community centers, VBCDC fosters environments of stability, engagement, and mutual support.

  • Veteran Coordination: Working closely with state and city veteran services, VBCDC ensures veterans can navigate benefits and connect to necessary resources.

Veteran Services Landscape in Massachusetts

With veterans returning from recent conflicts such as Afghanistan and Iraq, Massachusetts has developed a robust network of support services, from the Department of Veterans Affairs (VA) to city and town veteran departments and non-profits. VBCDC plays a crucial role within this network by linking veterans to housing and related services while providing education and resources to sustain homeownership and avoid homelessness.

Leadership and Vision

Harold Raymond, President and Executive Director of VBCDC since 2009, brings over 30 years of development expertise. His leadership has guided the organization’s growth, ensuring both housing and services meet veterans’ evolving needs. With a background in urban planning and architecture from NJIT and MIT, and extensive experience in affordable housing and community development, Mr. Raymond is well-equipped to navigate complex projects that benefit veterans and low-income families.

Veteran homelessness is a complex social challenge requiring innovative, multifaceted solutions. The Veterans Benefits Clearinghouse Development Corporation stands as a beacon of hope, combining housing development with supportive services to move veterans from homelessness to secure, stable homes. Their work not only improves lives but strengthens communities, embodying a commitment that every veteran deserves a place to call home.
